To Provide migrant and transnational binational populations, orientation and educational, social, and cultural supports with a multicultural and intercultural approach; as well as provide administrative services that contribute and facilitate the transit, the continuity and the access to the Basic Education in our country and in the entity and at the same time promote permanence and graduation efficiency rate of the binational and transnational students, also favoring, reflection spaces and exchange of academic experiences and of school management among teachers and administrators of the Educational Structure of Jalisco and the American Union, to strengthen the academic performance and quality of life of these vulnerable populations with equity, quality, pertinence and respect to the cultural identity and to its migrant condition.

PROBEMJAL is an educational program of the Sub Secretariat of Basic Education, recognized at the binational and transnational level, for specialized services and of high quality, that are provided in connection with different areas of the Structure of the Educational System of the State of Jalisco, with a multicultural and bilingual approach that provides projects, strategies and lines of action that contribute to the relevant attention and with equity to the binational and transnational students and families; guaranteeing transit, continuity, access, permanence and the graduation efficiency rate of Basic, Upper Secondary, and Higher Education students, narrowing the bureaucratic paperwork gap that involves these vulnerable populations, accessing educational services; at the same time bringing down different kinds of discrimination based on origin or immigration status.

To contribute and guarantee educational attention to the migrant binational students and families Mexico-U.S.; as well as the transnational population, to ensure the continuity, access, permanence of those populations in Basic, Upper Secondary, and Higher Education levels with equity, quality, and pertinence, under a multicultural and intercultural approach with respect to the condition of origin and legal immigration and thereby impulse graduation efficiency rate; through the connection with different areas of the structure of the Secretariat of Education in the State of Jalisco in particular, with the School Control Department and the different regional delegations located throughout the entity, so that students as returnees or in transit, get access to school immediately attached to the Control Standards that apply to populations in vulnerable conditions such as: indigenous, migrants, and people who present barriers to learning and participation.

In 1976, joint work began between the states of California and Michoacán for the formation of the Binational Coordination of Migrant Education (PROBEM). 
On August 8th, 1990 in Washington D.C. The Memorandum of Understanding about Education between the Government of Mexico and the Government of the United States of America was signed. By the year 1995, the Secretariats of Public Education (SEP) and of Foreign Relations (SRE), they drove an effort on international cooperation with U.S.A., to support the PROBEM and achieve a greater participation of the states with high Mexican migration.
As a result of these actions, it became official by the SEP, through the General Direction of Accreditation, Registration, and Revalidation (DGAIR), the use of the Binational Migrant Student Transfer Document Mexico-U.S.A. and intensified by the Secretariat of Foreign Relations (SRE), goes through the “Program for the Mexican Communities Abroad” (PCME), the diffusion of the PROBEM in U.S.A. 
On the 7th of May in the year of 1995, The Secretariats of Public Education of Mexico and the United States of America subscribed the Appendix IV to the Memorandum of Understanding about Education, in which it continues making joint efforts in educational matters from 1996 to 1998, memorandum that continues today; same as endorsed every two years.
